No lawyer may receive direct or indirect remuneration for the provision of legal assistance under this Title unless he is admitted by law, rule or regulation or otherwise authorised to practise as a lawyer in the jurisdiction where such assistance was engaged. See § 589.404 [3] Persons eligible for legal services under clauses (a) (1) and (2) are those who are eligible to participate in programs funded by the Société de services juridiques and those whose income and financial resources are slightly above the guidelines of those programs, but who still cannot afford legal assistance. Legal services may be provided to individuals or organizations such as homeless shelters, centres for abused women, and pantries that serve people with limited resources. The term “government organizations” includes, but is not limited to, public protection programs and sections of government agencies or public sector bodies.

[6] Point (b)(1) covers the provision of certain types of legal services to persons whose income and financial resources exceed limited resources. It also allows the pro bono lawyer to accept significantly reduced fees for services. Examples of the types of issues that may be dealt with under this paragraph are First Amendment claims, Title VII claims, and environmental claims.
